The MPAA rated Harry Potter and the Half Blood Prince PG for "scary images, some violence, language and mild sensuality." It hasnt been confirmed by warner bros yet but we will soon find out.
Its Surprising as Goblet Of Fire and Order of the Phoenix where both PG-13.
